The Problem:
After changing libram, it will not immediately proc the effect of that libram. This behaviour just like trinket
How it should work:
Libram (especially all relic) should not have delay / cooldown when changed
How to reproduce:
Try unequip and equip the libram, and trigger the effect
Use libram of the sacred shield for easier testing
