Can't take the quest again after give the the quest

The Problem:NPC Lilian Voss died, I want to redo the quest, so I press give up button on quest, but after I went to coordinate (87.4, 43.2)
searching for Lieutenant Sanders to pick the quest , I can only see exclamation mark on small map, but Can't see the NPC to accept the quest.


How it should work: make Lieutenant Sanders appear after player give-up the quest, or another way to make Lilian Voss won't die ?


How to reproduce: Accept the quest, then let Lilian Voss die while doing mission, then you lose her even you went to the target location.
so you figure out you can't finish the mission, then press give up question, go back (87.4, 43.2) searching for NPC, but you won't.
